Voici un reportage avec Aldar Xelîl du Rojava (Membre du conseil de coordination Tev-Dem), publié à l’origine sur le Blog de Mutlu Çiviroğlu, journaliste, sur la situation début octobre.

Hillary Clinton a dit dans le débat “Nous n’allons pas lâcher Daech, nous allons soutenir les forces kurdes et arabes”.
Qu’en pensez-vous ?
C’est une considération juste. Il faut voir qu’une force qui sera le fondement pour une future Syrie démocratique à laquelle tous les peuples de Syrie participent, est importante. Un soutien aux forces kurdes est bien sûr aussi important, mais ceci ne devrait pas être limité au domaine militaire. Cela doit être développé ; politique, diplomatique, économique, sociale, et être transformée en un soutien qui enveloppe tous les domaines.
Avant de parler des autres domaines, restons un peu sur le domaine militaire. Récemment une cession extraordinaire de la commission des affaires extérieures du Sénat Américain. Ash Carter et le chef d’Etat Major ont demandé de fournir des armes au YPG et ils ont complimenté beaucoup le YPG. Comment tout cela peuvent jouer a Washington pour l’opération de Raqqa ?
S’il veulent nettoyer la zone de Daech, la seule force active est le YPG. …Les USA doivent savoir que les conditions qui permettront d’avancer ensemble doivent être réunies. Par exemple, nous devons faire partie des pourparlers qui se déroulent à Genève, actuellement (l’article date du 4 octobre).
Deuxième point. L’administration de la Syrie doit être une confédération démocratique. Par ailleurs, nous travaillons pour appliquer et approfondir ce système dans la Syrie Nord. Il faudrait soutenir ce projet pour qu’il s’étende sur tout le pays parallèlement aux aides militaires au YPG et YPJ.
Il y a peu de temps Brett McGurk est venu en visite. Cette visite a été considérée comme la reconnaissance politique du Rojava officiellement. Vous continuez à avoir des relations avec le ministère extérieur USA et autres institutions. Que pensez vous du fait que tout cela soient interprété comme la reconnaissance du statut politique des kurdes par les USA?
C’est un pas positif et important, mais pas suffisant. Il faut que les relations politiques et diplomatiques soient portées à un niveau supérieur.
Les pays participant ont été critiqués pour ne pas avoir intégré les kurdes dans les pourparlers de Genève. Actuellement les USA et la Russie souhaitent la présence des kurdes aux pourparlers futurs. Avez vous reçu des messages ce sur sujet ?
Nous avons certains dialogues. On peut dire que ce sujet est dans l’actualité. Mais quand on parle de participation, on doit parles des conditions. Si on nous demande d’être juste là comme la dernière fois, ce ne sera pas possible. Si nous pouvons participer en délégation, nous aurons des choses à dire. Nous représentons ici, la troisième voie. Si nous somme laissés à l’ombre de certaines forces, antidémocratiques, anti droits humains, et contre la Syrie démocratique, notre présence n’aura aucun sens. Il y a donc des conditions de participation. C’est un sujet dont nous discutons en ce moment.
Avez vous été invité par les politiques et autorités US pour parler de tout cela ? Avez vous des initiatives ou préparations our des pourparler dans des jours à venir ?
Nous avons des camarades qui font des allez retours et font certains entretiens. Il est important de mettre en place des pourparlers plus organisés, planifiés et réguliers. Nous avons des initiatives pour cela. Nous trouvons également utile de travailler pour que nos représentants expliquent notre réalité à l’opinion publique et au peuple américain.
Parlons un peu de Turquie. Le rôle que la Turquie joue ici. Les politiques de la Turquie envers les Kurdes de Rojava est suivi de près. Erdogan a dit clairement « Les US doivent arrêter d’opérer avec les YPG. ». Dans le contexte des relations de la Turquie avec les USA, comment considérez vous le regard de la Turquie sur le problème de la Syrie ? Par ailleurs, à Alep, la situation est très critique, les bombardements continuent, les dégâts sont importants.
La Turquie a joué un très mauvais rôle pour la Syrie. Depuis le début de la lutte de révolution elle l’a mal joué. Elle a crée des bandes de gangs qui lui sont attachées. Elle a changé le caractère et la forme de la révolution et elle a même changé la stratégie. Et à la fin, Erdogan, pour garder le contrôle dans sa main, a repris les relations avec le régime syrien. Maintenant Erdogan et le régime Bachar sont amis. C’est pour cela que la Turquie sort les forces contre le régime, des zones non conquises par le régime, et rend ces zones à Bachar. Elle veut faire la même chose qu’elle a fait à Sam, à Alep, et donne le passage aux groupes là bas. Qu’a‑t-il fait Erdogan au nom de libérer Jerablus ? qu’a‑t-il fait à Daech ? En vérité tout ce qu’elle essaye de faire, c’est de réunir toutes les forces qui lui sont attachées, et également Daech, et changer leur cible. Elle veut utiliser toutes les forces à qui elle a fait jusque là combattre contre le régime, pour combatte contre la lutte de Syrie démocratique et particulièrement contre les kurdes. Elle fait tout son possible pour transformer Jarablus, en un centre de gravité pour ces groupes. Par ailleurs, elle veut, tout en faisant combattre ces forces contre les kurdes, soulager le régime syrien existant. Et elle essaye de garder les groupes restants sous son contrôle. Ce qu’ils font (les forces turques) par la main de ces groupes à Alep, actuellement, est visible. Alep se trouve dans une situation tragique et dramatique. A chaque minute, à chaque heure, des massacres sont commis à Alep. Des choses inhumaines sont vécues à Alep. Un avertissement international doit être fait devant ce qui se déroule.
Quelle est la situation des Kurdes à Afrin, Sehba et Bab est leurs régions ? Quand on regarde le tableau à Alep, dans quel état sont les Kurdes ?
Afrin et les autres sont des régions du Kurdistan de Rojava. Nous essayons depuis des années, de structurer ces régions, pour qu’elles n’aient pas le même sort que les autres régions. Mais, ce qui fait effet sur Afrin c’est le problème de ‘cercle’. C’est a dire, le fait que la région soit encerclée. Ils font attaquer Afrin, des groupes qu’ils ont transférés depuis Alep et d’autres zones. Ces derniers temps, ils ont commencé à attaquer aussi, Azaz et Raha. Mais je pense que notre force est suffisante pour réunir Afrin, Manbij et Kobanê. Nous avons aussi suffisamment de forces pour faire un couloir ou une route entre ces régions. C’est seulement comme cela qu’Afrin peut se renforcer dans les domaines économiques et politiques, seulement comme ça qu’ils peuvent instaurer leur système et sortir de ce ‘cercle’ et exister en Syrie du Nord, en tant que partie de la fédération. Du point de vue histoire politique, culturelle, Afrin est au Kurdistan. Dans des documents historiques, cet endroit est nommé ‘Çîyayê Kurmênc’, (région de la Montagne Kurde). Quand on parle de cette région, de casser ce ‘cercle’, c’est perçu comme si on parlait d’une région en dehors de la nôtre. Comme si nous l’occupions, ou nous y regardions autrement. Mais cette région est une région du Kurdistan, une partie du Kurdistan de Rojava. Nous y vivons depuis longtemps. Il y a des forces YPG et YPJ à Afrin. Elles sont constituées des femmes et des hommes d’Afrin. Ils veulent casser ce ‘cercle’ autour d’eux. Si les forces d’Afrin vont à Kobanê, ou les forces de Kobanî vont à Afrin, cela ne veut pas dire qu’il y a une occupation, il s’agit de leur propre terres.
Si on met cela de côté, on ne parle pas du fait que Afrin est une partie de Kobanê et du Kurdistan, et considérons du point de vue frontières de Syrie ; Afrin est également une ville de la Sure, Kobanê en est une autre, et idem pour Alep. Si elles sont toutes les villes syriennes, nous avons le droit de protéger et défendre notre peuple qui est dans ces villes et de les sortir de ce ‘cercle’ aussi. Bien sûr que le peuple kurde est sensible sur ce sujet et va protéger la population. Le plus important est que si Afrin est le centre du système démocratique, pour que le système fédéral puisse s’installer et progresser, ce ‘cercle’ doit être cassé et Afrin doit en être sorti et une route doit lier Afrin et leurs autres régions.
What follows in an interview with Aldar Xelil, a member of the executive committee of TEV-DEM, on the current situation in Rojava and its relations with the United States. The interview was conducted by Mutlu Civiroglu and has been translated into English below.
-Mr. Aldar Xelil, in the televised presidential debate last week candidate Hillary Clinton said that “we will won’t let up on ISIS and we will support the Arab and Kurdish forces fighting with us.” How did you find her remarks?
Indeed they were very appropriate. We must see the reality that in order for there to be a democratic Syria in which all peoples can participate it is essential that there is a force in Syria and that can be a foundation for such a project. Within this framework it is certainly essential to give support to Kurdish forces. However this cannot be limited to military support. It must transform into support in all areas, that is to say political, diplomatic, economic and social support.
-Ok, before we get to these other areas which you have mentioned I want to dwell a little more on the subject of military support. A few days ago there was a special session held of the U.S. Senate’s Foreign Relations Committee. In this session the American Defense Secretary Ash Carter and the Head of the Joint Chiefs requested permission to provide direct military aid to the YPG. They offered a lot of praise for the YPG. What role might these proposals from Washington play in the Raqqa operation. What are the conditions under which the Kurds of Rojava would take part in such an operation? What expectations do Kurds have on this subject?
The truth is that if they want to liberate these areas and to clear it of DEASH then the only active force here is the YPG. The YPG and its constituent elements possess a determined political will. They are not a force that came together out of nowhere. However America must know that for us to move toward Raqqa and for us to accomplish this task together there the proper conditions need to come into fruition that would allow us to take this common stop. For example, we must have political representation at the ongoing meetings in Geneva which are currently working toward a political solution for Syria and we need to take part in the process to achieve a political solution in Geneva.
The second is that from this day forward the governing system of Syria must be a democratic federation. It’s a reality now that we are currently working to develop this system in North Syria. They must give support in order for this to be become the governing system across the whole of Syria. However together with this the military support provided by the YPG and YPJ and the military aid are also important. If these conditions are forthcoming then we will be able to work together to liberate Raqqa and these other areas.
-A short while ago Mr. Brett McGurk came to visit you all. During this visit he made some remarks about the recognition of Rojava’s political system. At the same time you have relations with the American State Department and other governmental organizations. How do you evaluate those who say these developments mark a recognition of a political status for the Kurds by the United States?
This is an important step and it is important, but it is not enough. This is to say that if are to create a future Syria together then the political and diplomatic relationships must be taken to a higher level and enter a different stage.
Much criticism has been directed at the countries taking part in the Geneva meetings for not having included the Kurds in these meetings. Right now it is clear that both America and Russia want the Kurds to take part in any more meetings which take place. Have you gotten any message about this until now?
Right now some things are being talked over and we have an ongoing dialog. Something like this is on our agenda. However it is not only participation but participation with certain conditions. Under what circumstances will we participate? If like before they want us to send one person as a part of a larger delegation it won’t work. There needs to be more debate on this subject. If we are going to participate as our own delegation then there will be some things we have to stay, because we will be there representing a third line. If we are left in the shadow of certain groups which are against democracy, human rights and a democratic Syria and they want us to send one person to work among these groups it won’t work. Our participation would change nothing. For these reason there are certain conditions and requirements for us to participate. This is a subject on which we are holding discussions right now.
-Until now have you received any kind of invitation from American officials or politicians to discuss these questions? Do you have any current preparations or planning for such meetings?
In fact up until now some of our comrades have been in involved in meetings and have been traveling back and forth. Of course [the United States] is in an important place because it functions as a decision center for many different countries and it posses a certain authority. For this reason our meetings have taken on a greater importance and our plans have a broader and more ordered framework. We have ongoing efforts in this area. We will attempt to bring this forward as much as possible. In fact we consider it very important that our officials and those who represent us explain our realities to American public opinion and the American people.
-Let’s talk a little about Turkey and Turkey’s role here. Turkey’s policies against the Kurds of Rojava have been watched carefully here. In these sense there have been important developments and this is clearly visible of late. In fact Mr. Erdogan has openly said a number of times that “America should not work together with the YPG and they must put an end to this.” With this in mind how to evaluate America’s relationship with Turkey in terms of all its views on the Syria problem? Once more, the situation in Aleppo is becoming quite dire, the bombings are continuing, the destruction is at its height?
Turkey has done a great disservice to Syria. From the very beginning of the revolutionary struggle it has played a terrible role. It created paramilitary groups loyal to itself. Within Syria it changed the shape and direction of the Syrian revolution and in fact even changed the entire strategy there. Most recently Erdogan reestablished relations with the Syrian regime against the Kurds and against democracy and solely for the purpose of keeping that area under his control and preserving his foothold in the region. Now Erdogan and the regime of Bashar Assad have become friends. For that reason he has pulled back anti-regime forces under his control and handed them over to the regime of Bashar Assad. They want to do in Aleppo what they have done in Damascus and now they are making way for the groups there [to leave]. What did Erdogan do in the name of liberating Jarabulus? What has he really done to DEASH? In fact what he is hoping to accomplish is to join together under one force both DEASH and all the groups connected to him and to change the objective in this way. They want to use all of their forces which until now were fighting against the regime against the democratic struggle in Syria and especially against the Kurds. Right now there is work underway to centralize this groups in Jarabulus and the surrounding countryside. While these forces are being used against the Kurds on one front they hoping for the Syrian regime to liberate the other parts of Syria. At the same time they trying to bring all other groups under their control or to keep them that way. In fact it is very clear what these groups have done in Aleppo until now. There is a very dramatic and tragic situation unfolding now in Aleppo. There are massacres happening from minute to minute, hour to hour. Civilians are being targeted, hospitals are being bombed. Inhumane things are occurring in Aleppo. There needs to be an international condemnation of what is happening there.
-Very shortly, what is the situation in Afrin, Shehba and al Bab and what is the situation of the Kurds there? When you look at Aleppo right now what is the situation of the Kurds there?
In fact Afrid and the other regions are a part of Rojava Kurdistan. We have for years been working to shape developments in these regions and their aftermath. However in Afrin there is the problem stemming from the effects of its ongoing encirclement, that is it’s having been put under siege. They are attacking Afrin with groups they have brought from Aleppo and other regions. In fact just recently they have started to attack Azaz and Raha. However I believe that we have sufficient forces to unite Afrin, Manbic and Kobane. We also have sufficient forces to open a road or corridor between them. Only then can Afrin gain some strength in the economic and political spheres, only then can it form its own system and emerge from under siege so that they can go stronger as part of a federation in North Syria. When you look at Afrin historically, culturally and politically it is part of Kurdistan. When you read historical documents you see that this region was called the ‘Çîyayê Kurmênc’ or the Kurdish Mountain region. At times it seems that when we talk about liberating this area or opening a corridor to this area people perceive it as if we were talking about a region outside our own. It’s as if we are going there in order to occupy it. However over there is a part of Kurdistan and a part of Rojava Kurdistan. We have been living there throughout history. In fact there are YPG and YPJ forces in Afrin. And the YPG and YPJ forces there are made up of women and men from Afrin. They also want to break the siege as the defense forces protecting that region. If the forces from Afrin move toward Kobane and the forces from Kobane move toward Afrin this does not mean that some other force has entered that area, because that land belongs to them.
But if even if we live aside for a moment that Afrin and Kobane are part of Kurdistan we can say that they are within the borders of Syria. Afrin is a city in Syria. Kobane is a city in Syria, Aleppo is a city in Syria. If all of these are Syrian cities then we have a right to defend and protect our people in these cities and we have the right to lift the siege under which they are living. However those cities are a part of Kurdistan and a part of Syria and we will not responsibility for them. Of course the Kurdish people will be sensitive on this issue and they will protect their people. More importantly, if Afrin is a center of the democratic system then the for this federal system to be formed and develop then its encirclement must be ended and the siege of Afrin must be lifted, and a road must be opened between Afrin and the other areas.
Sayın Aldar Xelil, geçen hafta başkan adayları arasında yapılan televizyon tartışmasında Hillary Clinton, “Biz DAİŞ’in peşini bırakmayacağız ve de bizimle birlikte savaşan Kürt ve Arap güçlerini destekleyeceğiz,” dedi. Clinton’un bu konuşmasını nasıl buldunuz?
Evet, yerinde bir değerlendirme. Bizler şu gerçeği görmeliyiz ki, gelecekte tüm Suriye halklarının katılım göstereceği demokratik bir Suriye için, Suriye’de temel olacak bir gücün olması önemli. Bu çerçevede Kürt güçlerine destek verilmesi de önemlidir elbette. Fakat bu sadece askeri bir destekle sınırlı kalmamalı. Yapılacak destek siyasi, diplomatik, ekonomik, toplumsal yani bütün alanları kapsayacak bir desteğe dönüşmeli.
Peki, bahsettiğiniz bu diğer alanlara gelmeden önce, ben askeri alan üzerinde biraz durmak istiyorum. Birkaç gün önce Amerika Senatosunun Dışişleri Komisyonu’nda özel bir oturum vardı. Bu oturumda Amerika Savunma Bakanı Ash Carter ve Amerika Genelkurmay Başkanı YPG’ye doğrudan silah verilmesi talebinde bulundu. Üstelik YPG’yi çokça övdüler. Washington çevrelerinde bu öneriler Rakka operasyonunda nasıl bir rol oynayabilir. Rojava Kürtlerinin bu operasyonda yer almalarının şartları nelerdir? Kürtler bu konuda nasıl bir beklenti içerisinde?
Yani doğrusu, zaten onlar burayı DAİŞ’ten temizlemek ve bölgeyi kurtarmak istiyorlarsa bunun için buradaki tek aktif güç YPG’dir. YPG ve içinde yer alan bileşenleri kararlı bir siyasi iradeye sahipler. Sadece bir araya gelmiş sıradan güçler değiller. Ancak Amerika bilmeli ki, bizim Rakka’ya yönümüzü çevirmemiz ve birlikte bu işi yapabilmemiz için, birlikte ortak adım atacak koşulların olgunlaştırılması lazım. Örneğin, şu an Suriye’de siyasi çözüm için Cenevre’de yürütülen görüşmelerde biz de bir siyasi temsilcisi olarak orada olmalıyız ve de Cenevre’deki bu siyasi çözüm sürecinde yer almalıyız.
İkincisi ise; bugünden sonra Suriye’nin yönetim biçimi demokratik federasyon sistemi olmalı. Kaldı ki, biz şu an Kuzey Suriye’de bu sistemi geliştirmek için çalışmalarımızı sürdürüyoruz. Bu sistemin bütün Suriye’de yönetim biçimi olması için federal sisteme destek verilmelidir. Zaten bununla birlikte o bahsedilen desteğin, yani YPG ve YPJ’ye hem askeri desteğin verilmesi hem silah yardımının yapılması önemlidir. Eğer bu şartlar yerine gelirse o zaman biz de Rakka ve diğer bölgeler için birlikte çalışma yürütebiliriz.
Bir süre önce Sayın Brett McGurk sizi ziyarete gelmişti. Bu ziyaret, Rojava’nın siyasi yapısının tanınması olarak yorumlanmıştı. Bu arada sizin hem Amerika Dışişleri Bakanlığı hem de diğer kurumlarla da ilişkileriniz sürüyor. Bu gelişmelerin Amerika’nın Kürtlerin siyasi statüsünü tanıması olarak yorumlanmasını nasıl değerlendiriyorsunuz?
Bu olumlu bir adımdır ve önemlidir, ancak yeterli değil. Yani geleceğin Suriye’sini birlikte kuracaklar için, yeni bir Suriye kurmak için Siyasi ve diplomatik ilişkiler daha üst seviyeye taşınmalı, farklı bir aşamaya girmeli.

Şimdi bazı şeyler söyleniyor ve bu konuyla ilgili bazı diyaloglarımız da var. Böyle bir şey gündemde doğrusu. Fakat yalnızca katılma değil, katılım denildiğinde bunun koşulları vardır. Katılmamız da bir şeyi değiştirmez. Bu nedenle bu görüşmelere katılmanın da bazı koşulları ve gerekleri vardır. Bu şu anda bizim tartıştığımız bir konu.

Biraz da Türkiye’den bahsedelim, Türkiye’nin buradaki rolünden. Türkiye’nin Rojava Kürtlerine karşı politikaları yakından izleniyor. Bu anlamda büyük girişimleri var, son zamanlarda da bu açıkça görülüyor. Hatta Sayın Erdoğan birkaç sefer açıkça dedi ki; “Amerika YPG ile birlikte hareket etmemeli, birlikte hareket etmeye son vermeli.” Bu çerçevede siz Türkiye’nin Amerika’yla olan ilişkileri çerçevesinde bir bütün olarak Suriye sorununa bakışlarını nasıl değerlendiriyorsunuz? Ayrıca Halep’te de durum çok kötüye gidiyor, bombalamalar devam ediyor, yıkım üst seviyeye çıkmış durumda?
Türkiye, Suriye için çok kötü bir rol oynadı. Suriye’de devrim mücadelesinin başladığı günden beri çok kötü rol oynadı. Kendisine bağlı çete gruplar oluşturdu. Suriye içinde Suriye devrimini şeklini ve yapısını değiştirdi ve hatta oradaki stratejiyi bile değiştirdi. En son olarak da Erdoğan orada kontrolü elinde tutmak için kendini orada var etmek için Kürtlere karşı, demokrasiye karşı Suriye rejimiyle yeniden ilişki kurdu. Şimdi Erdoğan ve Beşar Esad rejimi dost olmuşlar. O nedenle de şu anda rejimin elinde olmayan alanlardaki kendisine bağlı rejime karşı güçleri o bölgelerden çıkarıp o yerleri tekrar Beşar Esad rejimine teslim ediyor. Şam ve çevresinde yaptıklarını şimdi de Halep’te yapmak istiyor ve oradaki gruplara yol veriyor. Erdoğan Cerablus’u özgürleştirme adı altında ne yaptı, esas olarak DAİŞ’i ne yaptı? Aslında yaptığı oluşturmak istediği bölgeye kendisine bağlı bütün güçleri ve da DAİŞ’i de toplamak bu şekilde hedeflerini değiştirmektir. Şimdiye kadar rejime karşı savaştırdıkları tüm güçleri Demokratik Suriye mücadelesine karşı ve de özellikle de Kürtlere karşı kullanmak istiyor. Cerablus ve çevresini bu gurupların merkezi haline getirmek için çalışmalarını sürdürüyor. Bununla bir taraftan Kürtlere karşı bu güçleri savaştırırken bir taraftan da var olan Suriye rejimin özgürleştirmek istiyor. Zaten Afrin ve diğer bölgeler Rojava Kürdistanı’nın bölgeleridir. Biz yıllardır kendi çabalarımızla bu bölgeleri yapılandırmaya çabalıyoruz ki diğer bölgelerin akıbetine uğramasınlar.
